As everyone in the Eurovision world know, Khabar Agency, the Kazakh national broadcaster and EBU associate member, has taken part in the Junior Eurovision Song Contest since 2018 – on an invitational basis similar to Australia. They are also wanting to participate in the Adult Contest.
Unlike the Eurovision Song Contest, voting is done online for the Junior Contest. Kazakhstan currently share the same international dialling code as Russia (+7), but there will be a transitional period where +997 is been introduced for Kazakh telephone users.
If this is the reason for not issuing Kazakhstan an invitation to take part as an associate member, then 2025 could see a change in this particular situation.
