Rumours are adrift that Bulgaria and Montenegro will not be participating at the 2023 Eurovision Song Contest, in Liverpool.

Both BNT & RTCG (the Bulgarian and Montenegrin national broadcasters) have both cited financial difficulties as the reason for non-participation. BNT went further by adding political uncertainty within the country was also part of the reason.
